Hagan comes to The Partners Group with over 26 years of experience working in the employee benefits industry in the Northwest, both with insurance carriers and as a consultant at Mercer. Gary Alton, Managing Partner of the Employee Benefits Division of The Partners Group said “Scott Hagan brings a tremendous amount of marketplace knowledge to The Partners Group and is going to be a great addition to our team”.

Hagan most recently worked with Regence Blue Shield of Washington as the Director of Sales and prior to that he spent over twelve years at Mercer working with clients from 100 to 8,000 employees, where he focused on building benefit strategies that reduced costs, mitigated risk, and promoted a culture of health.   Hagan’s expertise lies in employee benefit program consulting with an emphasis on employee benefit health and welfare plans. Hagan is very active in local community organizations and professional associations. When the time comes for insurance renewal, managers and boards alike seem to have a gut-wrenching reaction when attempting to scratch the dense surface of their insurance policies. The terms, the conditions, the costs, and how they are calculated, the review of exclusions, the endorsements, all seem to be mutually exclusive with the panic felt when headed straight for an iceberg.

In my eight years serving as an association manager, I’ve never participated in a conversation with a colleague in which the sentence “l enjoy risk management, it’s my favorite thing” was ever uttered. This spring, when my highest asset value client (who l’d only been assigned to for a fresh 9o days) asked me to present their insurance proposals in lieu of inviting a broker to their meeting, I took pause. A round of smelling salts later, I realized the legwork I had to put into presenting my client with its options. Working closely with both the incumbent and another broker providing proposals,(in addition to what I’ve learned over the span of my career) gave me more confidence to comprehend and even convey the differences in each proposal. Your insurance brokers are your best allies and your best resources. I’ve learned surely there are no dumb questions about insurance. Most brokers and agents will assist in reviewing the proposals you’ve received, even if they are not bidding, as stewards of the condominium insurance industry.  Click here to view entire article in .PDF format.

On Thursday, the long-anticipated “employer mandate” kicks in, meaning businesses with 50 or more employees need to start offering their workers health insurance plans, if they’re not doing so already. Well, for the most part. Nothing is ever simple when it comes to health reform, especially in the group market. Employers with between 50 and 100 full-time workers may be able to postpone the mandate if they meet certain criteria.

Also, the “pay or play” mandate won’t begin on Jan. 1, 2016 for mid-size employers with non-calendar year-based plans, said Sarah Friend, consultant at The Partners Group. They won’t be subject to the mandate until the first day of the plan year in 2016. The employer mandate was originally scheduled to go into effect in January 2014, but it was pushed back a year, after business groups raised a hue and cry over the complexity of the requirements.

Now the deadline is looming. Employers with 100 or more workers must start providing health benefits to at least 70 percent of their full-time employees starting Jan. 1 (and 95 percent in 2016) to avoid a “sledgehammer penalty.” However, they may still be at risk of “tack hammer” penalties if they don’t offer affordable minimum essential coverage to all their full-timers if an employee subsequently gets federally subsidized insurance on the public exchange.

Employers who don’t offer insurance will be subject to an annual penalty of $2,000 per full-time employee, though the first 80 are exempt in 2015 and the first 30 are exempt from 2016 and beyond. The formula to calculate who qualifies as full-time is an art unto itself. Friend said most mid-size and large companies already have been offering insurance, though not as much in certain industries, including restaurants, retail and senior living. “That’s where we see the bulk adding coverage for the first time,” she said. “That’s the exception. For the most part, employers are already offering benefits, so it’s not a big deal. It means minor tweaks to the benefits package so they’re compliant.”

Question: Can you give me an example of an employer NQDC plan that you helped design for an employer that had a handful or fewer executives in it? What did you do for the Owners of the company?

Answer: I put together a SERP plan that included six key employees with a ten year vesting schedule. This accomplished the goal of keeping each employee with the company and was much more flexible on the design parameters than a qualified plan. For the Owner we put together a section 162 executive bonus plan that would act as an executive Roth alternative. Answer provided by: Dan Litwora – New Business Consultant, The Retirement Advantage.

Question: Can you roll a non-qualified plan account into an IRA when the participant leaves the company or retires?

Answer: No, unfortunately you cannot. However, there are some options depending on the plan type. Certain plan types allow you to continue to keep your plan and continue your contributions. Other plans may force you to take distributions at the time you leave or retire. There are some strategies to help manage the tax impact of distributions so we would advise discussing your options with the plan advisor. Question: How do I convince my HCE’s that an NQDC is a great option. They are skeptical and not sure about contributing because it is a corporate owned asset?

Answer: The short answer is education, ultimately NQDC plans are only for the key employees, those which generally have the greatest impact on the companies bottom line and also have the capacity to understand the companies financials. In addition in some states where there is a state and local tax the amount of money that is truly at risk is significantly less than originally thought when you consider the tax impact of the deferral against taking it as income and paying the taxes. The Healthiest Employers of Oregon award was created to recognize organizations that are committed to creating a healthy workplace.  Organizations that were vetted out place a high value on the health of their workers and have implemented innovative wellness programs to benefit their employees. The Partners Group wellness program revolves around providing full health care coverage to employees who complete a customized wellness program. Completion requires employees earn a total of six points per year by participating in a variety of wellness activities including volunteering or coaching, participating in walking programs during 15 minute work breaks, giving blood, attending wellness lunch and learn sessions, and even a “Holiday Hold ‘em” challenge designed to help employees avoid weight gain during November and December. According to Doreen Barnhouse, VP of Operations and HR Director at The Partners Group, “We have a strong level of employee engagement in our wellness program because we have designed it to suit our overall culture, and the level of our monetary incentive is key as well”
